Who we are:
The Department for Workforce Investment is made up of four offices. It is an agency of the Education Cabinet.

Education Cabinet Deputy Secretary Robert McWilliams’ expertise in workforce development comes from 27 years of working with unemployment insurance and employment services issues in Kentucky state government. In addition to serving as deputy secretary, McWilliams' duties include oversight of the Department for Workforce Investment.

McWilliams has provided direction and oversight of five branches of state government including the Unemployment Insurance Trust Fund, benefit payment system, tax collection system, appellate staff, budget preparation, fraud overpayment detection and recovery and quality control.

As a specialist in unemployment insurance matters, McWilliams has worked with private sector and labor representatives on legislative issues and acted as a liaison with the federal Department of Labor.

During his state government career, the Lawrenceburg native has been involved in all facets of employment services from the frontline as an on-the-job training coordinator to the acting director of unemployment insurance.

McWilliams earned a bachelor’s degree in general business at Eastern Kentucky University in 1975, and has completed courses at Mississippi State University and National Judicial College.

McWilliams and his wife Lynne have been married for 28 years and have two grown children. The couple lives in Frankfort.
 


The agencies in Workforce Investment are the Office for Employment and Training,  Office of Vocational Rehabilitation, Office for the Blind, and Office for Career and Technical Education.  Link to the Organization Chart to see how the agency  is organized.

What we do:
The mission of the Department for Workforce Investment is connecting Kentucky to employment, workforce information, education and training.

Utilizing its large and diverse applicant database, the Office of Employment and Training assists employers in finding qualified applicants for their job openings, while assisting job seekers in finding employment. The OET unemployment insurance program provides benefits to ease the financial burden on individuals who are unemployed through no fault of their own. OET compiles and disseminates a wide range of  workforce statistics, including employment, unemployment  and wage information. 

The Office of Vocational Rehabilitation provides assessment, guidance, counseling and job placement services to assist eligible Kentuckians with disabilities achieve their career goals.  The office also operates a comprehensive rehabilitation center. OVR assists employers fill approximately 5,000 positions each year with qualified, job-ready applicants.

The Office for the Blind offers educational assistance, job training, job placement and assistive technology to Kentuckians with visual disabilities. OFB operates a comprehensive vocational rehabilitation center for workforce preparation. The department’s Business Enterprises Program offers entrepreneurial opportunities for Kentuckians with visual impairments.  The office helps provide a ready workforce for employers.

The Office of Career and Technical Education offers high school students technical training in 53 area technology centers. Students prepare for careers in medicine, computers, business, construction, manufacturing and other exciting fields.  The schools also partner with local communities in economic development and training efforts.  School-to-Work programs expose students to career choices and work experience.

Job seekers can find information and resources necessary to conduct a complete job search. Information about job openings, training and education are available. Employers can access information about job applicants, workforce assistance, customized training and community resources.
